I've seen some similar programs on Public Access TV here in Texas (when public access was booming in the mid-80s). Perhaps you're "confusing" PBS with PATV?

We used to have two PBS stations in Chicago (three, if you count the station from Indiana that we picked up sometimes). We used to get quite a few shows that were connected to the G.E.D. program as well as the City Colleges of Chicago. WYCC, the channel that used to carry those shows, went off the air back in November taking with it those educational shows as well as some old movies and reruns of some classic PBS shows.

I used to watch British shows on WTTW Ch.11 (the first channel in the nation to broadcast in stereo) and I remember WYCC Ch.20 although I didn't watch that much (IF anything) of theirs.

I remember one that was called "Sunrise Semester," but I don't think that was PBS and it was for college credits. Edit: I did find this through Google. PBS Literacy Link
