There is an Avengers: Infinity War Prelude comics series, and it explains that Steve Rogers, Natasha Romanoff, and Sam Wilson were tracking down terrorist cells in Syria that are smuggling Chitauri weapons shortly after the events of Captain America: Civil War.

Considering the criticism Spider-Man Homecoming got for putting Tony Stark in the film, it's for the best that he or Bucky didn't showed up to help.
Besides it was nice to see another MCU film that didn't crowbar an Avenger into the film.
