first off yes i know planet vegeta long ago went boom!!!! moving on
long ago a kid came to earth in a space pod and lost his memory and then went on to have many adventures some goofy some not but always got stronger then many years down the line he married this woman(I'm being nice) who had originally tricked him and became a father one day his brother showed up and told him an interesting story
now here is how I understand it from what Raditz said "that goku was a low level solider" sent to earth because there were not highly powerful beings there and I think Later maybe he thought it but Vegeta might've commented that Kakarot was third level solider, so basically if goku aka Kakarot is or was depending on how you look at it a third level solider then what exactly is the max level of solider and how would that fit in with the rest of saiyan society???aside from knowing they are below the king and the prince of course
