He fired two arrows into wall directly opposite each other which created a field which temporarily stopped Vision. Was it some kind of EMP? But I didn’t think Vision was a robot.

Vision isn't a robot or an android. The Vision is a form of artificial life. His consciousness is housed in a synthetic body. He is, in every way, just like a human being except that his organs and systems are all synthetic in nature (and are all laced with vibranium). In addition to vibranium, his systems also contain a mimetic polyalloy which allows him to change certain aspects of his appearance. The vision wasn't short-circuited by Hawkey's arrows. He was electrocuted - just like any organic being would be except, in his case, he can alter his density to allow the electricity to pass through him. The energy must have momentarily disrupted his ability to do so.
