Well that depends on the situation and if you mean use or own?
I have seen children as young as 1 watch videos on a parents cellphone but idk if that is considered using a phone.
And there's a difference between a smartphone and a cricket phone. Until high school... Cricket. Provided they are responsible with it, they can upgrade to a smartphone once in hs. They betray that trust... Back to the cricket phone.

Anybody can interpret this, and vote however they want......I was just curious what age people generally feel is "acceptable" for a kid/teenager/young adult to start regularly using a cell phone (regardless of the type of phone, and keeping in mind that (I'm guessing) MOST kids that use/have them, PROBABLY aren't paying for them.....though if I'm completely wrong on this assumption, please feel free to correct me......). Parents have too much say as it is. Such as? Think back to your own childhood. I am guessing that there were at least a few things that you wish your parents had been prevented from doing to you. If you say otherwise, I am either envious or I doubt your honesty.

I'm not saying they should have NO say. I'm saying there is a limit to how much say they should have. There is a pretty clear difference.

Generally for using a cell phone for just talking on the phone any age. Being the primary user a child needs to have some kind of sense of responsibility. You don't want the kid losing the phone all the time. Needing the phone to be able to call for a ride home is a very big reason for the "any age" crowd.
As for using the other features of a "smart phone" since most phones now are not just "cell" phones, again the responsibility thing comes into play as well as maturity.

I got my kids phones once they started taking the bus to middle school. And about 90% of them had them at that age as well.

How about the “nobody should have a cell phone [which I will take here to mean ‘smart phone’]” option? Failing that, I voted for “until he or she is an adult” option.
