No. Oscars aren't given, they're won. They need to say "The winner is...." This "don't want anyone to feel bad" garbage really irritates me.

The nominees don't all have an arm wrestling tournament for the awards. They are voted for based on opinion, so in a sense they are "given."
Also I don't think "The Oscar goes to..." was introduced to make the losers feel better, more for branding reasons. But I do agree, "The Winner is..." sounds better.
