I saw the second half of a movie 15 years ago where the main character is plotting the assassination of the US president. He is onboard a helicopter when he shoots the president with an M16, before fleeing to Argentina. There was a gang involved with him and they follow him to Argentina where he kills them, but in the process his girlfriend gets killed. The movie ends with the main character walking alone along a beach, before the camera pans out to reveal that a sniper is targeting him. The screen freezes and (I think) a gunshot rings out.
It was either a 70s or 80s film.

Agon is probably right, but just in case I'm suggesting "The Domino Principle" from 1977. Can't remember if it was the US President they were going to assassinate, but your mention of the helicopter and the M16 rings a bell.
