So we've had two different line ups of The Avengers, 10 characters in total.
As far as how much you like these characters or how good you think they are, rank them from best to worst.
For me, I'd go with.
Iron Man Captain America Thor Hulk Hawkeye Black Widow Falcon Scarlet Witch War Machine Vision

Captain America is the best developed without a doubt. His ideals and philosophy stay consistent with the different challenges he faces. Theres not one film that I can question his motives or be taken back by an irrational decision/action he takes.
Compare this with Tony Stark who in recent years has been written hilariously badly. From Iron Man 3 to current day, his actions and beliefs have been self-contradictory, illogical, irrational and down right bizzare. And the biggest scenario is him pushing in favour of the accords because ONE mother was upset how he let her son die (never mind he saved countless millions). Stark is stubbornly reckless and arrogant and doesn't learn from past mistakes like giving his home address in public to terrorists and jeopardizing family/friends. He should have just retired like he was supposed to at the end of IM3.
Thor is also written badly, mainly because of his new found comedian character in Ragnarok which totally destroys the credibility he earned from his previous appearances. Same can be said for Banner and Lokis character too.
Black widow, Hawkeye and Vision are still cool though.

It's called "the straw that breaks the camel's back". Just the last thing that drove Tony to rethink things.

They’re all equally good. I don’t like what Whedon did with Hawkeye, and I’ve stayed my issues with Vision and Wanda, but I’ve warmed to them.
I like Falcon and War Machine. Two military guys, but one is now a PTSD councillor and one an army career man. Their varying opinions of the accords felt realistic.

Captain America is still the best because great care has been given to his character development. Iron Man, sort of by default. I pretty much agree with charzhino though. The character has been all over the place since Iron Mang 3. Thor. I actually like the Ragnorock version best. I wish he'd been that way from the start. Hulk, although the lack of solo movies hurts him. Widow, although I find her boring and predictable. HAWKEYE. Something, something, HELMET! War Machine Falcon Vision, although he needs a much better role than he's been given. Scarlet Witchy Woman. Paper thin characterization really ruins her character. Vision and her have so much potential to be great characters and they're totally wasting them.

Hawkeye is obviously the best. He's got the skills to hang with superpowered people, killer robots, and aliens without having powers or being as hot as ScarJo. He's one of only 3 major characters to have had children, and the only one still married. I mean that's kind of a cheap shot on Drax since his family was murdered but he is a psycho killer that doesn't understand why it's wrong to despine someone who irks him...
All the others are just competing for second.

Captain America is my favorite. Iron Man is second, but that is just because Downey plays him so well. Thor is third. I love his first and third movie. The Hulk is pretty much tied with Thor. I love Ruffalo as Banner. The rest are just whatever to me.

1.Steve Rogers 2.Wanda Maximoff 3.Clint Barton (he suffers a little from that whole 'will they will they not' with Nat then WHAM, he's a family man) (Honorary mention to Maria Hill - the only time she ever didn't just follow and order was when Steve told her to blow the ship he was in, and the only time she went against Fury was over how to take down Hydra, when before she was just a loyal soldier) 4.Sam 5.Bucky (the writing & acting have been phenominal and he's gonna be an Avenger in INFINITY) 6.Natasha (esp. if you leave out the lovesick silliness of ULTRON) 7.Thor (I'd agree, he suffers from how the writers handle him sometimes turning him into the comic relief via making him the butt of the joke) 8.T'Challa (he's new, so I can't rank him in the top 5 yet) 9.Pietro (brief though his career as an Avenger was) 10.Guardians of the Galaxy, since post INFINITY WAR, they are Avengers. 12.Hulk (the new MCU one hasn't grown on me yet, at all) 13.Okoye (she confirmed she's in the movie, and she appeared in the trailer) 14.Other new Avengers characters
Somewhere at the very bottom of the list: Tony Stark
