Marvel is essentially already on their 4th Avengers film (if you consider Civil War one) while DC could barely make a decent Justice League film. And all the fault is on them because they wanted to play catch up rather than build their universe. It's a testament of really how unorganized DC is right now and not knowing what to do

Maybe they are somewhat. I do think they should have took their time a bit more and they did jump into making the Justice League movie too early.
There Justice League movie was a disappointment but they did have a lot of success with Wonder Woman and Suicide Squad which they probably wouldn't have done had it not been for the DCEU so it's a mixed bag I suppose.
But it isn't a race.

DCU needs to wait for the IW films to be in the rearview before even contemplating new story arcs.

I wouldn't say DC are behind. Right now they are delivering a number of good titles under DC Rebirth which have been very successful so far and many fans and critics have called 'Detective Comics Rebirth' one of the best Batman series of all time with a lot of praise over the past year going to the Spoiler, Orphan, Batwoman and Clayface too. The movies on the other hand are Warner Bros and are nothing more than cheap imitations of the source material that will never be on the same level 'cause the writers simply aren't as good. The comic books have had a lot of great writers writing them over the years like Geoff Johns, Amy Chu, Scott Snyder, James Tynion IV, Marv Wolfman, Jim Balent, Gail Simone, Tim Seeley, Paul Dini, Marguerite Bennett, Jim Lee, Chuck Dixon, Greg Rucka, Steve Orlando, Hope Larson, Joshua Williamson, Sterling Gates, Scott Lobdell, Brenden Fletcher etc - these are the people that SHOULD be writing the scripts for the movies since they are experienced with the characters and can write superhero stories but instead they hire a bunch of incompetent Hollywood screen writers to write them and wonder why the movies are so bad.
I watched ‘Justice League’ for the first time the other night and I thought it better than ‘Batman vs Superman: Dawn of Justice’ and ‘Suicide Squad’ but there were a lot of problems with it and it wasn't great and I would say it was watchable but compared to the comic books DC are releasing now it was extremely disappointing and should have never been made. Steppenwolf was a horrible choice of a villain and it would have been better if they had made him a secondary villain with Darkseid as the main villain. I also think ‘Smallville’ were better with their adaptions of Aquaman and Cyborg and didn't like their movie adaptions at all and I wasn’t a fan of how they weakened down Batman and had him struggle fighting Steppenwolf’s minions. I mean this is a character that has beat Solomon Grundy, Killer Croc, Clayface, Man Bat, Poison Ivy and her giant mutant plants, an army of flying demons, an army of the living Dead and even a Grimm Reaper multiple times but in ‘Justice League’ he struggles fighting one of Steppenwolf’s minions in battle?
I like that they went with an older Batman but in most of the comic books where he is older he is not weakened down and can still beat the villains I mentioned above and none of Steppenwolf’s minions came across as being on the same threat level as them. I also didn’t like how they had Batman out of his costume so much in the movie and how they made him into comic relief in some scenes but it wasn’t that bad. The main problems for me were there were not enough superheroes and the choice of Steppenwolf and I have no idea what they were thinking using him as the villain over a more bigger name like Darkseid or Braniac and a lot of people I know who grew up reading comics were expecting somebody bigger. After watching 'Justice League' I think they should drop the movies until they have sorted things out and focus on the TV shows, animated movies and video games and I am glad they put 'Batgirl' on hold along with other female lead movies so they can't fuck up their characters 'cause Warner Bros simply can't write movies as good as DC's comic books and are insulting DC and their writers with them. Sorry if that offends anybody but after 'Justice League' and 'Spider-Man: Homecoming' I am done with superhero movies. As a comic book fan I find them all to be extremely disappointing.

But it isn't a race. I actually think they could have made Justice League the 2nd movie instead of BvS. Make it that the Justice League was already a thing and that they were too late in doing something about the Kryptonians. I guess that wouldn't make a difference because they all was there (except Cyborg) and did nothing against them as is. Have it be about them trying to recruit Superman into the League and that's how we get our introduction to them. Go the X-men (2000) route of bringing in Logan as the new guy.
