The first thing I thought of was the 30s. They were simply the best films with production standards that are long gone. But could I go without color and widescreen? If it really came down to it I would choose the 60s.

2000-2009
It had a ton of movies and special effects largely peaked.
My favorite directors still living had at least one good great movie during that time.

I have to go with the easy pick of the fifties. Sixties and thirties come next in a tie.
I pretty much grew up in the seventies, and when all that hate and negativity is rammed down your throat by every teacher, every parent, every person, you'll wind up one of three things: 1. Suicidal: 2: a demonic monster or 3: a rebel against hate. I picked 3 for myself. Seen too much hate and too much depression. The seventies and eighties are full of that. People like me will hate the demonic "horror" genre (generally speaking).
After 9-11, the film industry geared less towards being control freaks bent on depressing normal people, but by 2010, the control freak brats got back in full swing.
That's generally speaking. There are some good movies from every decade, but the seventies and eighties, and the 2010s scream too much hatred and self righteousness for the most part.

60-69
All the AIP Corman-Vincent Price films, the major Hammer, Kaiju, Spaghetti Westerns, spy films, Bronston epics like El Cid. The most varied decade for genre content.

It's such a difficult decision. I could easily choose any decade from 1930 to 2000 and be happy with the choice. After 2000, films got bad in a hurry. There's next to nothing worth watching.
On any given day I would choose a different decade, but today I go with:
1980 to 1989
Films in this decade have a good combination of substance, left over from prior decades, and polish.

1990s
Braveheart, Last of the Mohicans and Pulp fiction are all in my top 5...and there’s plenty more I’m fond of.
