Why? I don't think Cameron ever had a plan to make a third movie. He did. It was going to be about an army of T 800s (all Arnold 101s, of course). He dropped out when he realized he was only doing 3rd one just do a 3rd one for the studio. They were going to move on without him, but Arnold wouldn't do it without Cameron's blessing. Sometime in early 2000s he finally told him something like that character is as much yours as it mine. If you think it's a good story I think you should do it. And he did. This sounds completely made up to be honest.

I don't think I saw anything in that article that indicated his return was anything more than speculation? Frankly, I don't have any faith in him anymore.

It is speculation. And I think it's a lot of hopeful wishing too 
I do have to agree with you, there's little reason to have faith in him. Not just to do a remake/reboot of Terminator, but if he does, to do it well enough.
Reminds me of Emmerich and the Stargate franchise. He's gotten the rights back too, but apparently the remake isn't going to happen after all. Shame, that would have been another trilogy I'ld have loved to see

There's only one movie. Emmerich was planning to remake the original and then tell the tale as he originally intended to do, and that would have been fundamentally different than the series. He did plan a trilogy right from the start, but never got the opportunity to make it. And as he regained the rights, he planned to make it as he wanted to. But it's seemingly not going to happen.
