I came across the page for "The Filthy Frank Show" and it has a 9.9 from 26000 people. I can't understand why since I never heard of it before last month and it just looks really stupid. www.imdb.com/title/tt4202274/Are there any other IMDB ratings that just seem odd?

It's a YouTube thing backed by thousands of fans. You'll find most YouTube things on IMDb have unusually high scores. I don't mind Filthy Frank of all the channels, but it definitely is an acquired taste, you either love it or hate it.
Uno: The Movie, ironically isn't even a movie and has a 9.8 rating. It's all done in good humour, but it's worrying how easy IMDbs voting system can be manipulated.
I've always wondered why Family Guy and The Big Bang Theory have 8.3 ratings when King of the Hill is only a 7.2. I mean, c'mon. It should be the other around.

Back in the early days, every time a movie got dissed on MST3K, a whole gang of "Misty" idiots would run to IMDb and rate it 1, just for the helluvit.

Its another case of clear vote manipulation, theres many shows/movies on IMDB that have been clearly vote botted, also clearly previewed up. Accounts which are only ever used once (often created years ago) then used much latter to vote 10 for one movie and leave a great review. There is also some movies that have been down voted aswell by this same method.

WOW you think you and everyone else has the exact same likes! SORRY NOT TRUE! You can get 2 people who vote 10 for 9 movies then one says the 10th is a 2 and the other says its a 10. PEOPLES TASTES ARE NOT SIMPLE! You can not judge it even on what they have previously liked! ITS NOT THAT SIMPLE!

The Dark Knight is a good movie, but it's not the fourth-best movie of all time.
Jaws and The Wizard of Oz are criminally low on the Top 250. Should both be Top 50 but can't crack the Top 200.

With the influx of online memes over the years KOTH has amassed a cult following and I was surprised to see it with a fairly average rating when compared to the often lambasted Family Guy and more notably TBBT (even by big fans). I rarely find much criticism for King of the Hill, people seem to be more vocal when expressing why they dislike FG and TBBT especially on IMDb when the boards were active.

I guess I do have an opinion I don't put stock in rating but previews are what I base my decision on.

I used to question the validity of the ratings when the boards were still active. After finding out that there was a war between posters on The Dark Knight (2008) and The Godfather (1972), I realized that it didn't mean much, if anything.
Last I checked, The Angry Video Game Nerd (2004 - Present) was in IMDB's Top 250 T.V. Shows. For people that don't know, it's a YouTube video series.
I suppose YouTube videos are now credited alongside with other shows and movies. Not that I care to rate anything at this point, but I don't mind if it makes the list. Somebody like James Rolfe deserves the recognition.

Back in the early days, every time a movie got dissed on MST3K Even those really good movies you liked and enjoyed so much? Yes. Indiscriminately rated 1 if shown on MST3K, because each was shown on MST3K. Only way any of these films avoided a total rating of 1 was if enough others had seen them elsewhere and voted significantly higher. Even so, MST titles ratings were still artificially lower, vis-a-vis films of other eras & other genres commonly agreed to be godawful (e.g. 50s-70s porn titles, b-westerns, 30s indies, etc. etc.), no other criteria being used.

The problem with ratings of any kind when it comes to classifying where a movie etc should sit in an All Time List is that it will ultimately come down to Generation. For example:- Many would agree that a movie like The Godfather is a classic that should be rated in the Top of a movie list. The problem arises when the kids and young adults of today have, for the most part, likely NEVER even seen the movie, and so with each passing year there are more young that haven't seen it and less older who have. Therefore it stands to reason as people rates film, The Godfather will slowly slide down and more recent movies will be rated higher even if by true comparison they are trash.

If you have ever seen the movie "Idiocracy", that is the way the world is going. In the near future, no one has ever watched a movie that was black and white. The All Time Movie Classics will be comic book movies, Transformers, Power Rangers, etc...plus YouTube videos!

That festering turd The Force Awakens is way higher than it should be. I'd check to get the exact number, but I stopped going to That Other Site the day they closed down the boards and haven't been back since.

-The King's Speech has a higher rating than The Social Network (most people tend to agree it stole TSN's Oscar)
-A Beautiful Mind is in the top 250 (I don't dislike it, but a LOT of people do)
-The Dark Knight Rises is still in the top 100 (I know Nolanites are passionate, but I figured the hype would have died down by now)
