The Wicker Man is actually the exact point in time when his career started to go down the drain. I don't know if he would have recovered after the massive failure of that and Ghost Rider shortly after but then he also fell into debt a couple years later. He started accepting every role that was offered to him because he owed so much money to the IRS.

People seem to say he had money issues which is why he started taking on many roles that I suspect he otherwise would not have had his money situation been solid.
but as far as when his general career started to take a hit... in my estimations I would say roughly in the last 5-10 years. even being generous in his favor, not much into the current decade before he was clearly on the downside of things. so basically if your generous in his favor I would say the bulk of the current decade had been crap but I would say even trying to go against Cage probably no more than about a decade ago (say 2008-ish). even on the very high end working against Cage, I would say the OP's The Wicker Man (2006) would be THE furthest one could claim was the beginning of his down-slide.
but I guess looking through his general filmography... on a more mainstream level I would estimate he had a solid decade-ish of fame (say about 1996-2005 or so). but some might consider 1996-1997 his peak which I think would be true in terms of 'action' with The Rock/Con Air/Face Off (for the record... only Face/Off (1997) still holds up for me personally). but just in terms of his overall volume of movies you can see he was much more consistent in that mid-1990's til the mid-2000's.

1.Lord of War (2005) - 10/10 (within my Top 9 movies) 2.Drive Angry (2011) - 7/10 (underrated. within my Top 187 movies) 3.Face/Off (1997) - 6.5-7/10 (within my Top 187 movies)
4.Leaving Las Vegas (1995) - 6-6.5/10 (within my Top 236 movies) -.The Family Man (2000)
