Right now I would say Mickie James, Natalya and Ronda Rousey. Although as a longtime fan of Mickie I really think she is being wasted as a heel and Alexa Bliss' sidekick and I think she is far better as a face. While her recent face run didn't go too good it was 'cause they didn't really give her a push. The last few years she spent in TNA as a face she was awesome and when somebody got in the ring with Mickie you knew they were going to get their ass kicked. Since she has returned to WWE they have really dropped her down so many levels and she couldn't even last long against Nia Jax and this was the same Mickie that was in matches with Awesome Kong and ODB and took it to them.
Also, I think they should give her the 'Hardcore Country' theme.

Alexa, Mickie & Natalya.
I love the Riot Squad but can't split them to vote at the moment. They're all improving fast and I hope for each of them, their day will come.
