In the old 1930s murder mysteries, those 'dark stormy nights' usually involved a downpour of rain, a glorious sight when you live in a drought. But there are also a lot of movies that deliver the thunder and lightning to set the eerie mood, but don't have rain.
The Bat (1959) Lizzie says a storm's coming up and we hear the thunder, we see the lightning, we see the wind blowing the door open and shut, but it never rains.
House on Haunted Hill (1959) Annabelle flat out says "it's going to rain, the perfect atmosphere for my husband's party", again, lots of thunder, lots of lightning, but no rain.
Even in the 1930 The Bat Whispers, there are a couple scenes showing the outside and we have enough thunder and lightning that we THINK it'll rain, but it never does.

Night of the Living Dead (1968) has some brief thunder and lightning in the cemetery scene, then the whole idea of a storm is abandoned.
