I know last scene we saw some flurries falling on Jamie's hand as he was leaving KL on his horse and snow falling in KL but was this the first time ever snowing in KL? Or is it basically like California weather it never snows ? Wouldn't people be freaked out to see snow first time ?

I S3E01, Lord Karstark says "I can believe till it snows in Dorne", which implies it never snows there. King's Landing, on the other hand, ought to see snow in winter.

I would assume it does during winter. And we’ve been led to believe this winter will be a ‘bad’ one so I’d expect to see snow pretty much everywhere before this is all over.

From the point of view of spherical planetary system, the world of GOT doesn't make much sense. There are seasons that have no predictable time lines. One summer could be very short and next could be very long (lasting over 10 years). One way long winters may happen on earth if we went into ice age. But the world of GOT doesn't go through periodic iceage as caused by volcanoes. I personally find it worthless to come up with theories about seasons because the author himself has said magic is involved in their seasons and he might elaborate about it in book 7 (assuming he writes book 7). This article discusses a bit about seasons.
Now that we know seasons are irregular and not predictable we can answer your question. There is a greater chance of snow in KL in harsh and extreme winters (like the one that is going to come soon). There is a lesser chance of snow in KL in minor winters. Such as one that passed when Lord Tyrion was a baby.

Thanks for the link and info , then looks like winter most likely will be in KL , sometimes I feel winter is way long I'm so sIck and tired of this muggy gloomy weather summer takes forever to arrive and when it does it's just humid sticky gross hot and lasts like 2 months
