There have been trailers released to a select audience at places like Cinemacon, but nothing for the public as of yet. The official explanation provided by people like James Wan is that the VFX for the movie take time? Do you buy that explanation?

The version they showed is consistently reported to have unfinished SFX. No reason to doubt James Wan. Maybe it had a huge watermark, I dunno. First impressions last, and they are in the doghouse after JL, so they are taking their time.

The idea of men riding sharks and armored seahorses has the potential to be amazing.

A combination of the first two choices. I think they're just waiting out the Infinity War hype and are feeling more comfortable about Aquaman (knock on wood) but yeah, the visual effects for a movie like this have to be outstanding. It's been the most low key DC production in years, so perhaps they're learning a lesson from Batman versus Superman and Justice League?

Option 1. The trailer just debuted at cinema con. The reactions are all positive teasing an “epic” movie. But they also say that effects are still incredibly rough.

^^ and that is likely the answer. The DCEU creators must be very cautious, any sign of weakness will be exploited by hoards of mean spirited MCU fanboys compensating.

I'd say a mix of the first two options.

Take their time. Well, they aren't working on everything at the same time. Work on bits at a time. Especially the trailer shots. At this point I think they should work on 1 in water bit and 1 out of water for a teaser. Not a full trailer. And I hope they don't make the water murky. The Atlanteans wouldn't see it that way.

Well the Aquaman underwater scenes in Justice League looked like PS1 cut scenes. The character was a complete joke. Maybe they need to ensure the trailer is perfect before sending it out and becoming even more of a laughing stock.

I figure they wanted to wait until all the BLACK PANTHER/AVENGERS hoopla was over, plus ANT-MAN was debuting a trailer as well, and with the announcement of Marvel scaling back their Comic Con presence this year at SDCC - the guys are DC/working on AM, probably figured they'd hold out a while longer. Let the Marvel craze die down a little, let the anticipation of SDCC2018 work in their favor, and drop a trailer - I wouldn't put it past them either to be like STAR WARS did the one year, where they dropped the trailer like 9 days before SDCC, so that way for days, they had the internet chatter pretty much to themselves.
