No, I think everyone wants friends. Some people just want them on their terms.
I like people from all walks of life, so as long as they have interesting things to say and SOME common interests I can become friends with all kinds of people.
But some people are a bit more curmudgeonly, easily annoyed, or only like people that raise their self esteem.
Whatever...

I think there are people who don't want friends.
I avoid friendships for the most part.

I can't say that I'm particularly bothered about pursuing friendships any more.
I haven't got anything against them, I simply can't be bothered putting in the time and effort required to maintain them. With the exception of one or two family members and two friends I talk to on the telephone, I haven't kept in touch with anyone else I once knew since around 2012, if not earlier.
And of the two friends I keep in touch with, I've only recently made contact with one of them via telephone after a break of over a decade and the other one I talk to probably three or four times a year on the telephone.

I think we'd all want our friends to be about their quality and not the quantity for us.

For some, it may not be easy to make friends if they lack social skills, are introverted, and/or are shy.

Are you talking about in terms of a person's development?
