Really depends on the genre, if you mean mainstream stuff i couldn't tell ya. If you mean industrial music it would have to be the late 80's/ early 90's.

70s and 90s for me, 80s is a guilty pleasure, the 00's are an embarrassment with few exceptions

That's a toughie! The 60s, 70s and 80s were equally as good IMO. There were so many great artists and bands coming out of the woodwork esp. in regards to rock music and all its related subgenres (metal, punk, new wave, psychedelic, garage rock, folk-rock, indie rock, industrial, etc.) But if I had to pick just ONE decade, I'd go with the 80s. My love for punk and underground music began in that decade. There were so many great bands, locally produced fanzines and indie record labels flourishing during the 80s. A DIY musical revolution was taking place. It seems that every city, town, state and/or region in the country had its own unique little punk/indie scene and distinct style and "sound". There really hasn't been anything quite like it since. The 90s saw the rise of "alternative music" (whatever that is; a vague label if ever there was one) and the commercialization (i.e., ruin) of punk, but that's another story....anyway, there was still some great music coming out in that decade. My very first punk fanzine:

What decade had the best music? I'm a fan of traditional heavy metal so I voted for the '80s where the genre reached its commercial peak. In addition, I tend to treat the twenty-first century like it's one decade, and you didn't provide that as an option.

THE 80s
The 90s had some great music but at the same time that was the downfall for R&B/Soul music.
R&B-Soul music catered way too much to rap by using samples and having rappers guest star on the track.
In my opinion, the majority of 90s R&B is hip-hop.
I mean I cant look at a Mary J Blige or Monica song as R&B when it's sampling an oldie and a rapper's adding a verse.
and worse, the producers just had to make their presence known by speaking on the tracks.
And I'm not saying the music is bad, it's just not real R&B to me
