I know he didn't like super powered beings for vague reasons that are never explained, but why did he want to create a giant turd monster, and how was he planning to control it after it had killed said beings?

I assumed the idea was that Luthor was so insane at that point that he didn’t care if the entire world was destroyed, so long as it meant killing Superman.

I assumed the idea was that Luthor was so insane at that point that he didn’t care if the entire world was destroyed, so long as it meant killing Superman. And that's what really killed the character for me. Lex Luthor shouldn't be some overzealous nutcase but instead the smartest man in the room.
