Before anyone says “well physical games aren’t selling much anymore” let me explain why that would be a shitty future to look forward to. Not everyone has good internet or can even afford it. People can still have no internet surely you jest? It costs a lot to pay for internet and just because most of us have it, does not mean everyone does. Even if you do, depending on your internet your game could take up to 3 days if not longer just to finish, which would be ridiculous since when I buy a physical game or a digital game I want to be able to play it straight away.
The games can be taken down for various reasons. Look at P.T. As soon as Silent Hills was cancelled it was straight away Konami said they would be taking down the P.T demos. I didn’t even have a ps4 at the time so I couldn’t even play it. Imagine if there was a game you really wanted to play, but you couldn’t since you couldn’t afford to buy it at the time and then when you can afford it the game is gone. Can’t get it anywhere because the server was taken down. That would piss anybody off.
This should not be a future to look forward to. This is why physical media needs to stay. If physical media goes away we may as well just play our retro consoles.

Sony and Microsoft have already said that they're NOT getting rid of disks for next-gen consoles. Next gen consoles will launch with two different versions of the console: A cheaper 'streaming/digital version' without a disk drive, and a more expensive one with a 4K disc drive.
A digital-only console alone would be an utter disaster like you said, and Sony/Microsoft realize this. Many countries can't even get 10 mb per second, and games can take up to 100+ gb to download. Downloading a file that big would take days if not a week to complete. They would be cutting out a large population of consumers if they were to do this, so it's just a terrible decision from a business standpoint.
It would also hurt retail stores (which depend on physical goods) tremendously. Stores like Best Buy, Gamestop, Target, Walmart ect... would not benefit from this at all. It wouldn't surprise me if they refuse to stock the console as a result.
Simply put......physical games aren't going away anytime soon, and probably won't for a long time (at least not for next-gen it won't).
