If you'd heard the "this is boring" chants during his horrible match with Ambrose last night (comfortably the worst on the show) you might not be so gung ho about that.
I don't think be's done much with the opportunities he's been given. Speaking of Austin, if you want to see what "seizing the brass ring" looks like, watch his match with Hart at Survivor Series '96. Watch that entire feud if you've got the network. That's what made him a star. And there aren't any Harts around any more and I highly doubt Rollins has the work rate Austin had in 96-97.

Again, because Austin was booked consistently well after a time. He wasn't given cheesy lines to read or weird holograms to react to. However, when Savio was smacking him around with a strap, nobody was taking him seriously. Austin was made a star because he worked with a top star who took the time to help put him over.
Rollins would make a great foil for Lesnar. If he's built up properly.

If he has a match with Lesnar we all know what it would look like. Lesnar chop.blocks him.first move of the match. He sells his knee for 20 minutes. Does some dives, hits his sigs. Match over. He's a good worker, but I've reached Triple H levels of apathy towards his schtick.
As for Austin, until the Hart feud it was 50/50 whether he would be on RAW week to week. A small smattering of 3:16 shirts kept him relevant. He was given his chance to feud with a main eventer and took it. The fact that said main eventer was a giving worker as well as a career babyface looking to turn heel did the rest. Rollins is on RAW every week and is firmly entrenched as A Guy. Inring, on promo and particularly with audience engagement, he is no Stone Cold.

I blame Rollins/Ambrose match mostly on Ambrose and it's length. He has a long history now of under performing in matches with great in ring workers. Apparently Vince wasn't very happy about the match either. Ambrose has had a bit of a reputation in the past of being a lazy in ring worker. In terms of comparing Seth to Austin? Yeah that's not really a comparison anyone needs to make. Seth doesn't have the mic skills or natural charisma that Austin had. He's just as good if not a better in ring performer but if that's not what people are into then yeah a lot of the roster is rather bland. Rollins worked better imo as the cowardly heel with The Authority backing him. I think WWE's big problem right now is they can't get over any pure "baby faces". Becky Lynch literally seems to be the only person on the roster right now that the crowd is absolutely just dying to see and in WWE terms/writing staff she's a fucking heel.

It's lazy storytelling to keep going back to that well over and over again. It's one thing to work a guys neck/back (Austin/HBK/Edge) that had a career ending scare but Rollins tore his ACL. Guys return from that shit all the time. No need to constantly focus on it for 2 years now. Hell even Daniel Bryan seems to have less of a crutch in terms of his matches and his issues were possibly career ending. Bryan is also a lot better of a worker than Seth despite Seth being damn good in ring but still. Enough with that shit. Then on top of it half the time he doesn't sell it consistently. Ok, so you're knee is hurting. Let's quickly do a bunch of stuff that doesn't sell that to the crowd. Like the move directly after "tweaking it" he does his turnbuckle power bomb carrying a guy from corner to corner on a "bad knee". It's annoying as is and even worse when it's not done properly.

That knee tweak into a running powerbomb really stood out in that match. He shouldn't sell his knee every match, but that's a story telling crutch either he or the agents go back to time and again.

If Lesnar is willing to, he can make Rollins look like a million bucks. Heck, Lesnar sold fantastically for Daniel Bryan. Unfortunately, everyone on the current Raw roster (with the exception of a select few) are all booked as just another guy.
