The system doesn't adhere to 8 teams getting out of every conference but best 16 teams getting out the league so that teams like exciting Sac King participate in playoffs instead of teams like Pistons and Magic.
Teams play 82 games a season. Every team at least twice the rest 29. Every team may be assigned rivals that they play 4. The remaining games each season happen on lottery draws.
As per this system you can have prospects of seeing playoffs of Nets against Lakers or GSW and not be limited to potential playoff series with 14 teams [+1 more team if they make to the finals]. Just makes things more exciting.

They used to do that in the NHL. I don't remember when it was changed The split between East and West is quite meaningless except for traveling purposes. There is more chance that the two best teams play each other in the final than in the conference final if the system seeds all 16 teams together.
