I stress "WILL" happen, as opposed to which films you simply want to happen. For instance you may really want a She-Hulk or a Black Widow film, but if you don't think that's going to happen realistically, then this isn't the poll to vote for them in.
With that said, which 6 films are most likely to make up phase 4?

Guardians of the Galaxy Vol. 3, Spider-Man 2, Doctor Strange 2, Black Panther 2, Ant-Man 3, and Black Widow.
I think these films are pretty likely though probably not all definite for Phase 4. Some potentially bankable sequels, and I think after building up Black Widow through Iron Man 2, two Captain America films, and the Avengers series, they'll be ready to tackle a Black Widow solo film.

I do agree, trilogies don't necessarily apply to all characters -- but they're already gearing up to do one sequel (the upcoming Ant-Man and the Wasp) and I think that they'll try to round it out as a trilogy, assuming the first sequel is successful. I like the movie Ant-Man alright, and the cast was pretty awesome, but I'm not such a huge fan of the character that I need more movies. I would love for She-Hulk to become a priority, but I don't think it will; they can't do anymore solo movies featuring the Hulk, if I'm not mistaken, but I think they can do a She-Hulk series, teaming her up with Mark Ruffalo's Hulk? Something like that would be kind of fun to see.

I actually really like Ant-Man and would definitely be all for more films, but the question here is more about what seems the most certain, and I don't know that Ant Man is in the top 6 most certain. It's certainly possible no doubt though.
I think they actually can make a Hulk solo, but they have to share production with Universal, but technically they could do it. At least from all I know about it. I think I would be down for a She-Hulk film. I can't believe that is a real possibility but I never thought Ant-Man would happen either, so I've quit being surprised by anything they do now.

For a specific reason I picked both Thunderbolts and Illuminati as dark horse picks.
Why?
Because it seems like they've built up a collection of villains and with the registration act, it just seems like Ross might actually put together his own legal team. I can totally see it happening and it would really harken back to when Stark first came to him discussing the possibility of putting a team together, which at the time, was rumored to be considering the Abomination.
The Illuminati seems like a film to me which might continue to use characters like Stark, perhaps Namor, maybe Black Bolt if they finally decide to pull in some TV characters, and Panther, without spending a solo film on each of them. It's a great way to bring some of the main Avengers together without appealing to the entire roster.

With that said, which 6 films are most likely to make up phase 4? According to an actual announcement from Feige himself, a Black Widow movie is highly likely down the line. It seems that it may not be a question of if, but when. And what I mean by that is, surely they'll have something new you would think right? I almost can't imagine it will be entirely sequels which makes for an interesting question about what else they would bring in. Hummmmmmmmmmmmmm. Honestly I have no idea.
