"Former Arsenal manager Arsene Wenger has revealed he tried to sign Borussia Dortmund and England forward Jadon Sancho while the 18-year-old was at Manchester City. (beIN Sports)"
When he was with the Gunners he regularly boasted that he could have signed every player who became a star, Messi, Ronaldo, etc., etc. So why didn't he? He only succeeds in making himself look like an inept judge of talent rather than a Kingmaker

(beIN Sports)" When he was with the Gunners he regularly boasted that he could have signed every player who became a star, Messi, Ronaldo, etc., etc. So why didn't he? He only succeeds in making himself look like an inept judge of talent rather than a Kingmaker He was usually hamstringed by financials at Arsenal and loyally took the flack for board decisions that were out of his control once Dein was usurped. If the club hadn't built the new stadium then there may have been many better years ahead. Admittedly he stayed on a few years too long and didn't have the clever timing of Fergusson who got out just before he started looking a chump too.
