But willful misunderstanding aside. Are you asking if there's any permanent norms and regulations?
In which case my answer would be no, at least none that I can think of haven't been removed or altered in some way throughout time.
But there's always been norms whether they're formal or informal. Getting caught breaking them has consequences. And they are always changing, adapting to the society's circumstances, technologies and needs.

However, ususally if you get caught getting away with something that is against one of the many societies that exist, you may very well feel the wrath of that society. Me, I'm a nihilist, reformed. But I try to avoid punishment.
