I give the slight edge to Myers, but by now both of them have pretty effectively blown up their respective careers.

Mike Myers, definitely, although he did steal that Lorne Michaels impression from Dana.

Dana, I never really cared much at all for Myers.

Love them both, but Dana Carvey was my favorite SNL performer.

Back in 1996, Dana Carvey had a sketch comedy show that, had it aired on Comedy Central or even the Fox network, might have run for several seasons. Unfortunately, it aired on ABC, the home of such bland "comedies" as Home Improvement and 8 Simple Rules, each of which ran for 8 seasons. They had no appreciation for Carvey's weird sense of comedy, maybe because it was genuinely funny, so Carvey's show didn't even get 8 episodes to air before it was cancelled. The show had some strange bits, such as impressions of the First Ladies--as dogs; Stephen Colbert (before his own shows) as George Harrison, etc. The show deserved better, and so did Carvey, who made only a series of mediocre movies in that time.
Myers had the voice of Shrek and the first Austin Powers movie, and that was about it. Apparently believing himself to be the reincarnation of Peter Sellers, he made something called The Love Guru. Try and find anyone who actually saw this; ask them how cruddy it was.

I'd say Carvey was a more skilled performer, but Myers utilized his skills better. Hell, Myers utulilized Carvey's own impressions better than Carvey did (re: Dr Evil).
