Who do you was better out of the two?
They were both pretty good. In fact the earlier opinion of the MCU having weak villains has really turned around a bit in the past couple of years. They haven't all been great but they've definitely gotten better.
Mysterio was probably the more interesting going into it and his abilities were more unique out the two but I'd probably give the nod to Vulture. Possibly the best Spider-Man villain of them all as far as the movies go.

Definitely Vulture. Mysterio has his moments, but I was disappointed overall.

Did Mysterio have any scene as good as the scene in the car at the prom? As a human character, no. His best scene was probably the one where he sat and talked with Peter on the roof. As the alter ego though, I'd say that the whole sequence with Peter caught in the illusion with the zombie Iron Man was better than any scene featuring the Vulture. As a villain, I think Mysterio and what he could do was more unique and interesting than Vulture who was really just a B level Iron Man with wings. But Michael Keaton's performance was definitely better than Jake Gyllenhall's. Not that there was anything wrong with him but Michael Keaton's character was just more compelling.
