Time to look at the managers. Who is doing better with what they have, who is doing far worse with what they have? Underachieving, overachieving managers?
I'd say: - Moyes and Wenger are definitely underachieving. - Ranieri and Conte are overachieving. Could also add Dyche to the overachiever list. His Burnley side is scant of talent, yet the home record is fairly impressive.

Bundesliga:
Most notable overachievers are Ralph Hasenhüttl (RB Leipzig), Julian Nagelsmann (TSG Hoffenheim), and Nico Kovac (Eintracht Frankfurt). Honorable mentions to Pal Dardai (Hertha Berlin) and Christian Streich (SC Freiburg)
Underachievers: Roger Schmidt (Bayer Leverkusen, although they seem to pick up form now) and Valerien Ismael (VfL Wolfsburg); the other two notable underachievers Andre Schubert (Gladbach) and Dieter Hecking (Wolfsburg) have been sacked - the latter has been hired by Gladbach now and seems to be leading them to safety. Thomas Tuchel is under fire at Dortmund, too, although I think that's a bit premature
E: I don't get how Ranieri is overachieving. Last season, yes - but this season?

E: I don't get how Ranieri is overachieving. Last season, yes - but this season? Ranieri's principle goal entering this season was an avoidance of relegation. Truly was. A reprise of last season's championship really was not the realistic goal. That championship was a sporting miracle unparalleled in this day and age....or any day and age. A singular unique event. To qualify Ranieri as an underachiever because he is unable to duplicate that feat would be unfair, would it not?
