I thought they cared about it more than Fox did? Which is it?

Indeed.
The article says that Disney cut $50 million from the marketing and development budget. That's understandable given the pre-existing cost overruns from reshoots.
They also laid off the (arguably ineffectual) marketing team. Those first trailers were horrible.
If this was the best my marketing team could come up with, I'd have told them to hit the bricks too.

Lol Fox cut out tons footages that resulted in the second act being 10 minutes long. It was said to be over two hours long back in September.

I will say that the Fox marketing was dogshit. Having the selling point be “Jean becomes evil”(which doesn’t happen in the movie) and reveal Mystique’s death needed to be fired.

How to fly your jet into space? Seriously? You take a lead actor who is playing a genius from the comics, and make him look like a buffoon - in character - for a promo vid? No one remembered the name of the jet? It’s literally the only name-brand piece of vehicular equiptment the X-Men use. That is like doing a promo piece for the latest Batman film and referring to the Batmobile as his sports car. How to race your sports car through Gotham. That video is a cringe-fest right down to the public access cable network soundtrack.
