I'm a big Kore-eda fan but as good as it still is, I think Shoplifters is one of his weaker films, so Roma is my pick, for the cinematography alone if nothing else.

Shoplifters by a very great distance. Not a fan of Roma? It’s not bad but I didn’t appreciate the arms length distance I was held at throughout or the one-dimensional characters. There were a couple of powerful moments.

I think the cinematography and era re-creation are what elevates it for a lot of people. I didn't mind the distancing effect, but I can see what you mean.
