Which one's first?
Both Criterion Collection, both are available.
The former is Lars Von Trier and the latter is Pedro Almodóvar.
If you've seen them both, would you recommend one before the other?

Tonally, two very different films. Breaking the Waves is bleak and serious, Tie Me Up, Tie Me Down, despite the subject matter is quite light, almost silly, but still fun. It would very much depend on your mood. Breaking the Waves is the more "essential" film if that sort of thing means anything to you.

I dont remember anything at all about Tie Me Up/Down. But Breaking the Waves has a magnificent performance by Emily Watson.

Breaking the Waves, easily.
To be fair it's been nearly 30 years since I saw Tie Me Up! Tie Me Down! and as Almodovar's films tend to be good or better, I should watch it again one of these days.
