I am actually surprised it didn't get an R from the MPAA at least before an appeal
-We see Xenia Onatopp crazily having sex with this guy then start to crush him between her thighs while he begs her to stop in agony. Later she does the same to Bond at the sauna and later in the jungle and even tells Natalyla to "wait for her turn"
-The scene in the Severnaya complex. Xenia Onatopp shoots all of the workers and there is blood everywhere and she gets visibly sexually aroused in the process.
-The fight with Trevelyan is rather brutal. Also the scene where Bond drops Trevelyan we actually see him hit the ground and later see his face with blood coming out of his nose and mouth.

Yeah, I don't know how they got away with some of the Xenia Onatopp stuff with a PG-13 rating.

Eh. I think the PG-13 was reasonable.

Not to mention, GoldenEye has the most kills done by James Bond than any other movie in the series.

I think PG-13 was right. it's a bit over-the-top and not as serious etc.

I was about to say "The violence of this movie didn't bother me when I was young because I had played first person shooters by time I rented this movie", then I remembered the first first person shooter I played was Goldeneye 64, so you could say this was the movie that desensitized an entire generation to gun violence. There's no point in going back and saying had this movie been rated R would a video game have been made of it, would millions of 13 year olds played that video game and rented the movie, and therefore would Columbine have happened. Innovation and life happens, oh well. As for the Xenia Onatopp stuff, the character in the world of the movie is perverse, but as an observer of her outside the screen, she's just too bizarre to be a perversion.

I thought Licence To Kill was more violent, it even received a 16 rating in my country.

Xenia would make the teletubbies smutty how she got into a Bond film is anyone's guess. But she was a good villain and very 90s.

No, it’s just that the PG13 rating used to have balls in the 90s.
