You can't be "so bad it's good" on purpose. The enjoyment out of stuff like The Room, Hands of Fate, and Plan 9 is that the people who made those films gave an actual earnest, passionate attempt and failed miserably. That's the joke. We laugh at their horrible ineptitude. When a director tries to be in on the joke it just doesn't work (Snakes on Plane comes to mind)

He didn't know he was making an excruciatingly bad movie when he made The Room, now he's in on the joke so it would be an intentionally unfunny movie, not an unintentionally funny movie.

I haven't seen it so I can't comment. Comedies can't really be "so bad it's good" though, because "so bad it's good" typically implies unintentional comedy and the point of a comedy is generally to make people laugh. If a comedy is ineptly made and is "bad" (doesn't make you laugh) then it obviously can't be so bad it's good anyways. In fact I've often said the worst movies are generally bad comedies, they pretty much have no redeeming qualities whatsoever.
