Robin Williams playing a Wonkaesque toymaker who has to liberate his factory from the clutches of the military-industrial complex that is led by an American general with a British accent and a black son obsessed with camouflage.
This took Barry Levinson ten years to develop by the way. I'll give it this, the sets and special effects do look amazing.

Baby Geniuses actually makes some sense when you consider the time it was released. "Rugrats" was a mega successful franchise and CGI allowed for live action talking babies, something that I don't think had been seen before, so it was a new gimmick.

The contrast is what makes the whole scene so powerful. This took Barry Levinson ten years to develop by the way. I'll give it this, the sets and special effects do look amazing. I love the opening scene and it is all downhill from there. When Trevor Horn & Hans Zimmer's music comes in it is great. This clip doesn't have the whole scene where it cuts away to war generals entering the building while you can hear the happy music faintly in the background.
