In Star Trek IV: The Voyage Home, Chekov is captured and interrogated by the Aircraft Carrier Enterprise crew... We see a Klingon Communicator and a Klingon Phaser sitting on the table... Chekov grabs the phaser and attempts to stun the crew, but the phaser doesn't work... Chekov throws the phaser at the lead interrogator, and flees...
It becomes quite clear, that Chekov never got them back... and there are no further scenes in the film showing or discussing the Klingon Communicator and the Klingon Phaser...
This strongly implies that the Klingon Tech was left behind on the aircraft carrier Enterprise... When Kirk and Crew took George & Gracie back to the 23rd Century...
In several of the TV Shows and Episodes, there is always a huge concern about leaving behind advanced tech, with primitive cultures over a fear that they might destroy themselves...
But, not this time. Probably, just an error made by the writers... But still...
It does make one wonder, what happened to it...
Did the Enterprise crew just toss it all in the garbage?... or...
Was it taken to "Area 51" for further study? And if so, what became of it?
A follow up on all of that could have made for an interesting story...

Chekov said when the Klingon phaser didn't fire, "It must be the radiation", implying that the ship's nuclear reactor had somehow fried the internal circuitry. Given that the U.S. government agent already thought Chekov was mentally ill, it's unlikely that the government took his gadgets seriously, and probably stowed them away in some warehouse.
As you wrote, it could make for an interesting story where some time travelers try to retrieve and repair Chekov's discarded gadgets.
