The Looney Tunes are better overall for most tastes obviously. However, they obviously wouldn't exist if it weren't for the Silly Symphonies as you can tell just by looking at their name. And they clearly owe Disney a debt in their design. Porky is similar in design to the Three Little Pigs and Bugs Bunny is very similar to the Tortoise and the Hare Silly Symphony.

From the choices, Merrie Melodies (Looney Tunes/WB) but I'd say the Happy Harmonies (MGM), some NovelToons (Paramount) & some ComiColor (UB Iwerks) were interesting too.
From Disney I prefer their warning or "teaching" shorts, like How to have an accident at Work or Motor Mania:

US animation from the dawn of sound to the late 60's was pure gold. There were many great studios putting out great cartoons. Disney, of course. Silly Symphonies were just an "off brand" for Disney, animation w/o the big character, Mickey, Donald et al. Max Fleischer Studios, with Popeye and Betty Boop. MGM, with Tom and Jerry. Walter Lantz and Woody Woodpecker. Jay Ward and Rocky and Bullwinkle. Etc, etc, ect.
To the original question, Warner Brothers was the cream of the crop. Silly Symphonies wasn't even Disney's top line. SS was more of animation set to music. It didn't use recurring characters, like Disney's A team and WB. But a SS short, The Wise Little Hen, did introduce Donald Duck. And Silly Symphonies won almost all of the Oscars for best Animated Short until the end of WWII (the Academy had a weird bias against WB)

I’m one of the few who prefers Silly Symphonies. I never found most Looney Tunes that funny and Silly Symphonies seemed to have more variety in their day. It just seemed there were more unique, artistic offerings from SS than the usual comedies of LT.

I think I prefer the Silly Symphonies because of the richness in color and experimental advancements to the art form, but no doubt, the Looney Tunes and the Merrie Melodies were loads funnier. I'm guessing this is gonna be quite one sided. Though I did quite like that Silly Symphony where Donald Duck was a Nazi. If I remember correctly, Der Fuhrer's Face wasn't branded as a Silly Symphonies cartoon; the series had ended by the onstart of World War II.

In the mid 1970's Mel Blanc did a national tour talking about his career and showing a few WB cartoons. I saw him at a local college. It was an unforgettable evening of movie magic. A Blanc biography was available on Youtube; may still be. Thanx, Mr. Blanc, wherever you are.
