I think New Orleans or San Antonio should get one, they are great cities that don't have a team. I voted for Montreal of the options because they are a good baseball city and used to have a team. Vancouver and Portland would be nice as well. Honolulu is too small, Mexico City might be too dangerous right now.
Austin and Charlotte are weird choices though. If you want another Texas team, San Antonio is the place to go, not Austin, which is a college town with no pro teams. And Charlotte? Especially with NC's idiotic bathroom bill, they certainly don't need a team right now, no one wants to go there for good reason. Louisville, Indianapolis and Memphis are better also good choices that you didn't mention.

I got some of those from an article on expansion options. I made up Hawaii though, it would be awesome if they had a team. Although travel would be a nightmare. Imagine the Hawaii Islanders going to play the red sox.
Also Alaska.

I voted Montreal. I liked the Expos uniforms. second choice would be North Carolina and for choices not on the list, New Orleans.
