I remember that the production company or backers ran out of money and so a lot of the effects were done on the cheap, the futuristic cars on the street look like polygonal cars from a 1990's video game.

If you watch the cut of this that was eventually released on DVD, it's pretty obvious that Rudy Ray Moore died before they could shoot an ending.

Could we count any movie where the actor died during filming? Game of Death being an obvious example.

Oh, Game of Death very much counts. That "finished" version is a wholly unrelated plot grafted on to like a half hour of actual Bruce Lee footage.

Just the cars? The dinosaur they showed at the beginning was atrocious. I couldn't remember anything else, i haven't seen it since it was released on DVD. I just remember how bad the cars looked. Even when they turned a corner it was like a computer simulation from the 1990s.
