horrorpedia.com/2015/08/22/hand-of-death-1962/Maybe not well-known enough to be a true cult movie, but it's a fantastically atmospheric little movie. The second half in particular, with the monster roaming around the streets and at the beach.

Trivia: The great cinematographer John A. Alonzo (Chinatown; Scarface) started out as an actor and has a role in this movie.

That reminds me of another 1962 movie, the Dungeon of Harrow. Strange, slow, but atmospheric and weird.
