Did the actors want out of the MCU, or was it planned all along for their characters to end?

Screenwriters Christopher Markus and Stephen McFeely had Tony's death and Steve's dance planned since September 2015. Chris Evans was contracted for six films—three Captain America films and three Avengers films—so it had to be re-negotiated to accommodate Avengers: Endgame. So, from my perspective, it was mostly planned. Robert had numerous contract extensions once it expired in 2013, and he did publicly stated he didn't want to portray Iron Man anymore to the point where it becomes embarrassing. So, it was both planned and he wanted to leave. Black Widow was the end of Scarlett's contract with Marvel, and Markus and McFeely had her death written down before Marvel finally got her solo movie off the ground.
