I am trying to remember a movie or more likely a TV episode I watched more than ten years ago. The basic premise is that there is a woman (a cop I think) who somehow has the ability to travel in time. She is not from the future, she lives in the present. Every time a serial killer is caught and sentenced, she goes back in time and kills him before he kills his first victim, thus bringing all his victims back to life. Maybe she only does that for serial killers who are executed in her timeline, I am not sure. In the end, her last kill has unintended consequences which affect her personally - maybe her best friend is now dead? I don't remember.
I am sure I watched it on TV. It could have been a feature film but I really don't think so. It is very unlikely that it was an episode of a TV show with a regular cast. Maybe something with independent stories, in the model of Twilight Zone?
