How do we know that any meaning that we assign to language really has that meaning?

I don't have much philosophical perspective on how we'd ascribe meaning to language. After all, we need language to ascribe meaning to itself. I suppose we might be able to figure it out by rejection. Like the phrase 'head over heels' can't have an accurate meaning the way it's used because it's ordinary for our head to be over our heels and the phrasee should be 'heels over head'. The only other thought that comes to mind is that language has a grammatical order that affects how one thinks about a subject. Do adjectives come before or after the noun, for example? I suspect that however one communicates, one has to decide which part of the idea to convey first.

But we could have called the head heels and the heels head, going all the way back to the origins of language.
