Government bad and superheroes are above the law. That's been an annoyingly consistently theme in Phase 4. The "heroes" are doing whatever the fuck they want and any time the law tries to reign them in, it's the big bad gubment doing it's thing. There' are countless examples of this.
Wanda took an entire town hostage and tortured them for months. Because she was sad. That evil government man (forget the character's name) who rebuilt Vision is portrayed as a villain for trying to stop her. Him rebuilding Vision? Oh that's unethical. Wanda? "ShE's GrIEvInG!" There's even a point in the show where Rambeau say something ridiculous like, "We have to help Wanda!"
She would then go on to kill a bunch of people in TMOM. All of this after she sided with Ultron and did what she did to Banner.
Bucky is lucky he's even walking around a free man. I do give the show credit for having him being monitored regularly. He wasn't responsible for his actions, but it doesn't mean he didn't commit them. The mandatory therapy was a smart way to address that. You'd think a guy like that would would bend over backwards to keep his nose clean, but no. He proceeds to break a terrorist out of prison with Sam; who would then go on to say we have to stop calling the other terrorists terrorists. Flag Smasher? Not a terrorist. Zemo? Terrorist, but it's ok because he was used to help catch Flag Smasher.... who turns out isn't a terrorist. Walker? Definitely a bad guy. Hated before he even killed that *whispers* terrorist. Why? Because he's not Steve Rogers.
Dr. Strange was all too willing to erase/alter the minds of millions of people because a teenager asked him to. He would then go on to visit Wanda to not bring her in for her actions, but ask her questions he needed answers to. West View? Who has time for that?
I haven't seen BP2, but from what I understand Namor just murders Mama Black Panther?
I forget if it was She-Hulk *shudders* or one of the other more recent shows, but someone mentioned Te Accords were repealed. Silly laws, those are for normal people, not heroes.
This could all be corrected/reigned if they created some kind of consequences. Someone, anyone, acknowledging they are fucking up. I don't get the impression this is even on their radar though. Say what you want about the DCEU, but this is one thing they did better. Superman turning himself over to the military and later meeting with Congress, Batman thinking he's dangerous...
