Because tipping is not part of European culture.
Also it not the tourist she should be mad at, its her employers who don`t pay her a wage she can live on.

Maybe they didn't see or were offended by the calculated suggested tips of 20%, 22%, and 25%. I would think the restaurant would add a tip if it was a large party, so probably wasn't.
I'm in the range 1/6 (16.7%) to 20%+. I'm more likely to give a large percentage tip up to 100% for a cheap breakfast.
