I wanted to be explicit in the title, because if one (or both) is married, it's an added variable that I'm not really looking for. Almost every movie is a love story, but so many are so similar, and it gets boring. I think it helps if each actor is an individual, too.
Foreign or domestic. I'll take quality any day!

Неоконченная повесть , Unfinished Story (1955) Soviet Union. Dir. Fridrikh Ermler An excellent melodrama about the power of love. Local doctor Yelizaveta Maksimovna is a lonely woman, a caring and sympathetic person, one of her patients is masculine ship building engineer Yershov, now chained to his bed with a paralysis of both legs, following a recent accident. Every morning Yershov looks forward to the arrival of the district doctor, who aids his recovery and fills him with love and hope. *EDIT...Watched again last night and was left with tears down my cheeks. What a beautiful Soviet film and story, stay with it, the tale warms up along the way and culminates with a touching finale composition, which is pure cinematic joy. Elina Bystritskaya as Yelizaveta Muromtseva with Sergey Bondarchuk as Yuri Yershov

A funny and quirky drama about a young man who gets involved with a strange young woman after he saves her from falling in front of a train when she is drunk. A longish clip: Warning: The clip does show the young woman vomiting on an old man.

Take the term "meeting" loosely and Tie Me Up! Tie Me Down! (1989). They definitely met. I am certain I haven't seen a courting like this film before or since.

Now that you mention it, almost every Godzilla movie has some sort of romantic story line.

Now that you mention it, almost every Godzilla movie has some sort of romantic story line. Even a Western!
"Man loves his horse" - Billy Wilder (who then said how Lemon and Matthau loved each other)
