David lee roth solo album from 1991 is the best album of that year. R.e.m. music from that year comes close though.
Now, of course that was a crap year for music to begin with. And this is not a great album.
But , that does not stop it from being very good. Side note:
This album is better than van halen from that year. Which is an album that is just... Ok.
Is it crazy that a solo album from this guy could beat any other album? Yes, but it's true.

A Little Ain't Enough is a good album, but it's not uncontested. Here are some other rock releases from 1991:
