Both are boring as batshit, stifled by their own solemnity, but World Trade Centre at least doesn't have shaky-cam.

but both are average/forgettable movies.
EDIT: i just checked the United 93 IMDb page and i don't have that scored but i am pretty sure i have seen that movie. but then again i remember watching one on TV a while back which i am starting to think i am getting United 93 (2006) confused with Flight 93 (2006) (Flight 93 is listed as a TV Movie). so given this info... i probably never seen United 93. i think ill get around to giving this a chance fairly soon. but chances are my vote will remain for United 93 over World Trade Center though as i thought that World Trade Center was roughly a weak-average level of movie.
p.s. just off the top of my head in terms of those movies based on real life terrorist type of events i think... Patriots Day (2016) (6/10) is my choice for the best movie. i have only seen that once so far and ill have to see how it is on a re-watch eventually. but at least as of now it's a movie ill re-watch from time-to-time which means i cannot score it lower than a 6/10 (a mild Thumbs Up) as movies i won't re-watch cannot score above a 5/10 (Thumbs Down).

I suppose if I had to choose, then it would be United 93 (2006). Even though they're both mediocre films, World Trade Center (2006) is just another Nicolas Cage movie. I'll pass.
