George Burns in Oh God is the only one that comes to mind simply because he talked normal although his purpose was all wrong.

Dunno if I'd say it was the best, but I found God's portrayal in Exodus: Gods and Kings interesting.

Charlton Heston in The Ten Commandments (he did the Voice Of God, as well as play Moses).
Robert Powell as the Lord Jesus, in Jesus Of Nazareth (the Lord Jesus Is the Second Person Of the Holy Trinity, hence Robert Powell played the role of God in that film).
Also Jim Caviezel, The Passion Of the Christ.

For a portrayal of God in general, my favorite portrayal is in The Prince of Egypt:

Dunno if I'd say it was the best, but I found God's portrayal in Exodus: Gods and Kings interesting. His conversations with Moses were about the only thing interesting in the movie for me since it showed you can argue with God despite the fake angst Moses had on some of the issues.
I don't know why it's that difficult to portray him except that he doesn't really fit into stories outside of what we know in Scripture.

If I'm allowed to go rather abstract/allegorical, it would be the donkey in Au Hasard Balthasar
Not to any believers: this is not meant as an insult. The film was designed by the Catholic Robert Bresson to be an allegory about the abuse God suffered in human form--as Jesus. It's also a beautiful film and really one of the best ever made. Jean-Luc Godard famously called it "the entire world in 90 minutes."
