I gave it an 8/10. It was pretty good, but, I definitely prefer the original 1990 version. Some scenes were definitely scary in this movie, however, the scare factor is predominantly from scenes where Pennywise jump out at the kids.

Never seen the 90s one, but I did like this version. The kids did a good job.
I had a few quibbles. In the book I had the feeling that Pennywise was a fun-looking clown, which is why kids went to him. This Pennywise is just super-creepy from the start, so why would any kid go anywhere near him?
Plus I thought the movie could have done a better job of establishing that adults in Derry just can't or won't help the kids, at all, ever. They do a bit of that, but I'd liked to have seen a scene or two where the kids try to enlist adult help and the adults just refuse to take them seriously no matter what.
Also a bit less in the way of noisy jump scares, please.
But overall, I liked it. 8/10.

He looked like someone a kid would walk up to and laugh at. Then he can do this 'creepy' smile when he's about to kill.

I give it 7/10, in part because of the points you make about the adults in the town, and the lack of any real scares.
